EAGLE II Overview


EAGLE II is a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide information technology solutions through performance of a wide range of support services. Miracle Systems is a prime contract holder in the DHS EAGLE II 8(a) Small Business Track for FC1.

Functional Category 1 – Service Delivery:

The purpose of FC1 is to provide a full range of services and products in support of developing, implementing, and maintaining technology to support the DHS mission and business functions across the entire lifecycle of a program. Services include:

System Design, Development, Implementation, and Integration:

All phases of system design and development through deployment to ensure DHS IT solutions will enable users to meet mission goals and objectives. These efforts include the full range of infrastructure engineering design, development, implementation and integration, including, but not limited to, concept development, planning, requirements definition and analysis, systems design and development, integration, implementation, deployment, connectivity, wiring and cabling.

Software Design and Development:

All phases of software design and development including deployment to ensure DHS applications and databases will enable users to meet mission goals and objectives. These efforts include the full range of software design, development, implementation and integration, including, but not limited to, concept development, planning, requirements definition and analysis, software design and development, coding and testing, production, deployment, implementation, integration, and software application maintenance.

Operations and Maintenance:

All operations and maintenance (O&M) solutions, processes, and procedures necessary to sustain systems within the DHS Enterprise at the highest levels of service and availability consistent with cost, schedule, and performance objectives. These solutions may be required across the DHS Infrastructure, to include, but not limited to, the following operational areas: Help Desk and Field Support Services (e.g., Desk-side support and LAN Administration), Network and Security Operations, and Collaboration Services (e.g., E-mail, Voice, Video Services, Wiring and Cable). This requirement includes the full range of O&M solutions, from maintaining and upgrading individual pieces of hardware and software to full managed service solutions.

US DHS TSA Workflow Utilization (Miracle Systems)

Miracle Systems supports the TSA Workforce Utilization Office with qualified technical application engineers to optimize cost of operations at each airport by utilizing modeling tools.
Key Objectives:
Miracle provides Software System Operations and Maintenance in support of TSA’s Staffing Allocation Model (SAM) tool.
This customized modeling system supports resource allocation analysis and budgeting of over 45,000 transportation security agent positions at 440 Federalized airports.

US DOT FMCSA Miracle IQ (Miracle Systems)

Miracle designed, built and deployed an open architecture enterprise-wide business intelligence (BI) J2EE application.
Miracle IQ is deployed in the FMCSA intranet and accessed by over 5000 users.

  • Provides Proactive BI, and Knowledge Management on a highly customizable Open Source Platform

    US DOT FMCSA GUARD (Miracle Systems)

    Miracle rebuilt and redesigned Regulatory and Information Database (RAID), now called GUARD and is used by 8000+ enforcement officials nationwide, for access of regulatory information and related guidance via laptops, tablet, smartphones. Key objectives:

  • Intelligent keyword functionality (e.g. Google)
  • Bookmark capability for individual user on a local client
  • CMMI Level 3, Agile, SDLC, SOA, Deployment, Testing, Integration, Mobile.
    US DOS office of IRM (Intercom Federal)

    Intercom leads the ESOC Data Center Consolidation (DCC) effort with 25 engineers for DOS.
    Key Objectives:
    Intercom provides Program Management, ITILv3, Systems Engineering, Security, and an Enterprise Development Network (DevNet) at the ESOC East and the planned ESOC West facilities.
    The effort serves as a foundation for DOS to move towards Cloud Computing, including Infrastructure as a Service (IaaS) and Platform as a Service (PaaS). This project is central to meeting FDCCI mandates.

    US Marine Corps Systems Command (MetroStar Systems)

    MetroStar Systems was tasked to redesign, build and support the website.
    Key Objectives:
    MetroStar’s objectives were to stabilize the content management system, develop new functionality to support web content based on customer requirements, and provide ongoing help desk support (Tier II & III).

    Miracle Systems Quality Assurance Program

    Miracle Systems Quality Assurance Program ensures that requirements and expectations are met with the highest quality. Our approach consists of an overall EAGLE II Program Quality Control Program (QCP) and Quality Assurance Surveillance Plans (QASPs) for every TO. The goal is to prevent any quality problems through our CMMI-based quality assurance guideline and our process-driven Enterprise Value Management (EVM) environment. Our Quality Control Plan covers two levels:

    (1) EAGLE II Contract Level, based on compliance with overall contract requirements and metrics; and

    (2) EAGLE II Project/TO Level, based on the specific requirements of each TO.

    QASPs are required for all Project/TOs keyed to the nature of the services/work performed. Evaluation methods are comprised of Peer Reviews, Third Party Independent Assessments, Planned Sampling and Process Validation, QC Sampling and Process Validation, Customer Satisfaction Surveys, Confidence Level, Incidental Inspections, and Analysis of Results. QC Inspection/Audit Planning consists of checklists developed by function and output; inspections/audits planned monthly; scheduled but unannounced reviews; and pass/fail tests. We have active QC programs (audits, etc) for our current TOs/Projects.

    The EAGLE II Quality Control Manager (QCM) and EAGLE II PM jointly establish the quality measures identified in as they relate to EAGLE II FC1 SOW performance requirements and resources for surveillance requirements, develop service delivery summaries and performance objectives, and measure each against metrics. The QCM produces reports at least monthly and at other times when situations warrant, and provides them to Miracle CEO with copies to EAGLE PM and TOPMs.
